The Ministry of Human Resources and Social Security and three other departments recently issued a notice to implement the Entrepreneurial Model Guidance Action, centering on four directions: transformation of scientific and technological achievements, innovative industrial development, enhancement of vocational skills, and consumer demands for people's livelihood. The action strengthens classified guidance and support for entrepreneurship, with the goal of furthering the employment-driving effect of entrepreneurship by 2028 and fostering an atmosphere where the government encourages entrepreneurship, the market guides entrepreneurship, society supports entrepreneurship, and workers dare to start businesses.
The notice sets out four main measures. In the area of 'sci-tech achievements + entrepreneurship,' it will support and guide scientific and technological talents in starting businesses by improving mechanisms for discovering, cultivating, using, and safeguarding innovative talents, and coordinating resources such as talent projects, science and technology projects, and discipline platforms to provide necessary support. Additionally, public services for entrepreneurship by sci-tech talents will be strengthened by implementing policies for innovation and entrepreneurship of scientific researchers, establishing a 'one-stop' service mechanism for returned overseas students, and safeguarding their lawful rights and interests. Furthermore, efforts will be made to bridge the 'last mile' of sci-tech achievement transformation by establishing a regular intelligent supply-demand matching mechanism for R&D outcomes, improving the technology transfer and transformation service system, and promoting the licensing of sci-tech achievements to small, medium, and micro enterprises on a 'use first, pay later' basis.
In the area of 'industrial development + entrepreneurship,' the notice requires leveraging the role of leading enterprises in driving innovation and entrepreneurship, encouraging enterprises to join forces with universities and research institutions to establish innovation consortia, and supporting entrepreneurs in innovating core technologies and products along the industrial chain. It also aims to vigorously cultivate rural industries to promote entrepreneurship for returnees by facilitating orderly industrial relocation, supporting county-level rural areas in developing supporting industries and characteristic local industries, and guiding migrant workers to return home for re-entrepreneurship. Moreover, business incubation services will be strengthened around industrial needs by deeply integrating incubation into various industrial parks, lowering entry thresholds, improving rolling incubation systems, and cultivating professional brand operation service agencies.
In the area of 'vocational skills + entrepreneurship,' the integration of skills training and entrepreneurship training will be advanced by developing characteristic training programs of 'vocational skills + entrepreneurial skills,' with eligible programs receiving vocational training subsidies according to regulations. Efforts will be made to cultivate leading figures in skill-based entrepreneurship by organizing tiered entrepreneurship capacity-building activities for skill workers at different stages, leveraging the mentoring role of leaders to drive more workers to start businesses based on their skills. At the same time, in conjunction with promoting labor service brands, skill-based labor service brands with local characteristics, industrial advantages, and skill features will be cultivated, exploring integrated operations of standard guidance and brand operation.
In the area of 'people's livelihood needs + entrepreneurship,' efforts will be made to explore entrepreneurial projects in the livelihood sector by encouraging the development of 'small yet beautiful, specialized yet refined' personalized characteristic entrepreneurship projects, focusing on inclusive services for the elderly and children and age-appropriate modifications, and identifying needs such as care, childcare, rehabilitation nursing, and door-to-door services. Multi-level convenient service and new consumption entrepreneurship scenarios will be created by exploring the establishment of micro-entrepreneurship platforms such as entrepreneurship markets and blocks, and promoting the integration of 15-minute convenient living circles with health care, culture, and leisure. Additionally, follow-up and support services for livelihood demand entrepreneurship projects will be strengthened by establishing a key incubation project library and setting up 'doorstep' 'entrepreneurship support' spaces.
The notice also puts forward organizational implementation requirements in four aspects: strengthening organizational leadership, policy services, publicity and guidance, and supervision and implementation. Local authorities should establish multi-departmental collaborative mechanisms, improve the support system linking 'entrepreneurship training, entrepreneurship services, entrepreneurship incubation, and entrepreneurship activities,' widely publicize through all-media platforms, and strengthen the sharing and integration of entrepreneurship information and resources to ensure effective implementation. The notice was jointly issued by the four departments on May 14, 2026.
