Several units under the Ministry of Industry and Information Technology have recently rolled out targeted measures for businesses and industries in conjunction with a campaign to establish and practice the correct view of political performance.
The Liaoning Communications Administration combined the campaign with business environment improvement by launching two special actions—"Warm Service Quality Upgrade" and "Enterprise-Friendly Service Upgrade"—and issued the "Ten Measures for Optimizing the Business Environment in Liaoning's Communications Industry (2026 Edition)." It also deepened reforms to facilitate efficient handling of affairs, supported Shenyang and Dalian in opening up value-added telecom services on a pilot basis, and continued implementing "Ten Concrete Services for Information and Communications Warmth," while strengthening the public disclosure of telecom tariffs.
The Guangdong Communications Administration focused on 6G innovation by leveraging local industrial strengths to form the Guangdong 6G Industry Innovation and Development Alliance, and pushed forward the construction of a national-level internet backbone direct connection point in Shenzhen. In telecom service supervision, it launched an intelligent regulatory system that has cumulatively blocked 127,000 overseas scam calls and terminated over 10,000 scam-related numbers.
The National Integrated Circuit Industry Investment Fund Co., Ltd. used rectification and improvement as a key lever for high-quality development, comprehensively strengthening strategy research and investment decision-making. It conducted in-depth frontline industry research and accelerated investment layout in integrated circuits and artificial intelligence, while meticulously managing post-investment activities for key projects.
In the area of SME services, the Ministry's SME Development Promotion Center implemented the "Qingfeng Rongzhi" accompany-run plan for high-quality SMEs, organizing young cadres to conduct on-the-ground corporate research in Shanghai and Jinan, and matching resources in policy, finance, talent, and technology to help enterprises overcome bottlenecks in technological breakthroughs and industrialization.
Additionally, the Hebei Communications Administration formulated or revised 11 institutional rules during the campaign, integrating standardization deeply with industry supervision, administrative approval, and law enforcement oversight. The Jiangxi Communications Administration sent a team led by its Party secretary to conduct field research in Ganzhou and Jingdezhen, holding discussions with local basic telecom operators to diagnose the root causes of market competition disorder. The Ministry's Industry Development Promotion Center, focusing on national major science and technology project management, proactively solicited feedback from project undertakers and incorporated issues into a graded rectification list.
Going forward, MIIT system units pledged to continue studying and applying General Secretary Xi Jinping's important expositions on the correct view of political performance, anchoring the key task of new industrialization, and ensuring a solid start for the 15th Five-Year Plan.
