The Special Action Plan for Comprehensively Improving Power Supply Quality to Serve the Development of New Quality Productive Forces (2026–2028) was among three policy documents interpreted and deployed by the National Energy Administration (NEA) at a meeting in Hangzhou. The administration also released the China Power Supply Development Report (2026). These actions took place during a work exchange meeting on improving the level of access to electricity, held on June 30 in Hangzhou, Zhejiang province, with remarks by Song Hongkun, deputy director of the NEA, and presided over by Liang Changxin, director general of supervision.
The meeting stressed that 2026 marks the first year of the 15th Five-Year Plan and a critical period for implementing the new round of policies on access to electricity. It noted that during the 14th Five-Year Plan period, historic breakthroughs were achieved in power supply services, institutional frameworks, international benchmarking, and regulatory governance, removing long-standing obstacles and bridging gaps between urban and rural power services, making this area a significant advantage in optimizing the business environment.
Looking ahead, the meeting called for targeted efforts addressing economic development needs, energy transition requirements, and public expectations. It urged a focus on practical results in benchmark demonstrations, industrial support, and solving public electricity challenges, while ensuring accountability and a coordinated working mechanism across all levels.
Eight organizations shared their experiences, and leaders from State Grid and China Southern Power Grid delivered speeches. Participants also included provincial energy authorities, NEA regional offices, and heads of State Grid, China Southern Power Grid, and Inner Mongolia Power Group.
