The 13th issue of Qiushi Journal, to be published on July 1, will republish an important article by General Secretary Xi Jinping titled 'Be a Jiao Yulu-Style County Party Secretary.'

The article originates from a speech Xi Jinping delivered on January 12, 2015, at a symposium for students of a county party secretary training course at the Party School of the CPC Central Committee. The article notes that the county level plays a pivotal role in national governance, serving as a crucial foundation for economic development, public welfare, and stability. The county party committee is described as the 'frontline command' for governance, and the county party secretary as the 'frontline commander-in-chief.'

The article explicitly requires county party secretaries to take Jiao Yulu as their role model and focus on four key aspects.

First, they must always keep the Party in mind. Loyalty to the Party is the foremost criterion for evaluating a county party secretary, and county-level positions must be held by those who are loyal and reliable. Specifically, they must maintain correct political direction, strengthen organizational consciousness, strictly observe political discipline, safeguard the Party's unity, and consciously align with the Party Central Committee.

Second, they must always keep the people in mind. The article stresses that county party secretaries directly face grassroots communities and must be devoted to the people and their well-being. To this end, they should focus on resolving the most immediate and practical issues of public concern, establish a correct view of political achievements, avoid vanity projects, and conduct in-depth research at the grassroots level.

Third, they must always keep responsibility in mind. As principal officials, county party secretaries shoulder the heavy responsibility of reform, development, and stability for hundreds of thousands or even millions of people. They must see through all decisions and deployments, take on challenges with courage, and handle emergencies with composure and decisive accountability.

Finally, they must always keep discipline in mind. Power should only be used to serve the Party, the country, and the people. They must exercise power correctly, lawfully, impartially, and with integrity. They should also take the lead in implementing democratic centralism, serve as models in respecting, learning, observing, and applying the law, and strengthen self-cultivation to guide social conduct.
