Premier Li Qiang chaired a State Council executive meeting on June 29, 2026, which approved the 15th Five-Year Carbon Peak Action Plan and the National Health 15th Five-Year Plan.

The meeting also reviewed the progress of artificial intelligence development and discussed the current foreign trade situation and the construction of a strong trade nation.

Regarding AI, the meeting called for improving supportive policies and governance systems, accelerating breakthroughs in key technologies, building super-large-scale intelligent computing clusters, and strengthening the supply of high-quality data, with robust support for talent and funding. It emphasized the implementation of the "AI+" initiative to promote the rapid commercialization of intelligent products and services at scale, and the establishment of a tiered and classified safety regulation system, along with enhanced international cooperation on AI governance.

On foreign trade, the meeting stressed maintaining strong momentum by increasing credit and insurance support, expanding imports of quality goods and services, and promoting balanced import-export growth. It also called for enhancing the brand influence and added value of goods trade, strengthening service trade and digital trade, cultivating new trade formats and models, and actively expanding independent opening-up.

For carbon peak, the meeting underscored the strategic role of carbon peak and carbon neutrality in driving economic structural transformation and upgrading, accelerating energy structure optimization, advancing green and low-carbon industries, and improving systems such as carbon emission statistical accounting, so as to foster a green production and lifestyle.

In health, the meeting proposed building a comprehensive life-cycle health service system, coordinating resource allocation, and strengthening collaboration among medical care, medical insurance, and disease control. It also called for vigorous development of the health industry, nurturing new service formats, and strictly supervising quality and safety.
