China's State Council executive meeting on June 29, 2026 made a series of deployments after hearing a report on artificial intelligence development.

The meeting called for intensified efforts to achieve breakthroughs in AI innovation and to accelerate the tackling of key technologies and the construction of super-large-scale intelligent computing clusters. It also emphasized strengthening the supply of high-quality data, enhancing the guarantee of talent, capital and other factors, and supporting enterprises in basic research and frontier exploration.

In terms of applications, the meeting stressed the need to deeply implement the 'AI Plus' initiative, leverage China's strengths in having a complete industrial system and rich application scenarios, and promote the rapid large-scale commercial application of intelligent products and services.

Safety governance was also highlighted. The meeting emphasized the need to firmly maintain the bottom line of AI safety, improve institutional rules on science and technology ethics, testing and certification, and build a dynamically adaptive and tiered safety regulatory system while strengthening international cooperation on AI governance.

The meeting pointed out the necessity to keenly grasp the evolution trends of AI, improve supporting policies and governance systems, and firmly hold the initiative in development.

Xinhua News Agency quoted experts as saying that the deployments, grounded in the present with a long-term perspective, chart the direction for AI development. Another expert noted that accelerating AI development and cultivating new quality productive forces will inject stronger momentum into high-quality economic growth.

According to data released at the meeting, China's core AI industry exceeded 1.2 trillion yuan in scale in 2025, with the number of enterprises surpassing 6,200.
