A five-year education blueprint has been officially released. The '15th Five-Year Plan for Education Development' sets out 23 key tasks, six comprehensive reform tasks, and 15 major projects to advance the construction of an education powerhouse.

The plan explicitly targets the basic establishment of a high-quality education system and significant achievements in building an education powerhouse by 2030. It envisions more effective moral education, stronger public satisfaction, greater education support for science and talent, a learning society, and enhanced international influence and discourse power for Chinese education.

To improve public education services, the plan supports integrated childcare-kindergarten services, promotes high-quality and balanced compulsory education, expands high school enrollment, and balances teacher allocation in county-level high schools. It also safeguards the rights of special groups by ensuring equal compulsory education for children of migrant workers and maintaining a permanent mechanism to prevent school dropouts.

The plan advances reforms such as the reform of high school entrance examinations and lifelong learning services. To serve economic and social development, it aims to enhance universities' independent innovation capacity and increase self-reliant cultivation of top-tier innovative talent. Initiatives include a new round of 'Double First-Class' construction, a 'Double Excellence' plan for high-level application-oriented undergraduate universities, and a 'New Double High' plan for vocational education.

An official from the Ministry of Education noted that the '15th Five-Year' period is critical for breakthroughs in building an education powerhouse. Demographic changes, urbanization, and rural-urban integration have imposed new requirements on resource allocation, policy design, and governance. The plan aligns with the national outline and previous education strategies to ensure consistent near-, mid-, and long-term goals.

Regarding implementation, the Ministry will strengthen fiscal and investment support for major tasks and projects, establish a monitoring and evaluation system with expert consultation, and regularly review progress to achieve the set targets.
