On June 25, 2026, the Communications Administration of Ningxia Hui Autonomous Region led a joint exercise with departments of emergency management, transportation, health, fire rescue, and the Yinchuan Data Bureau, along with relevant industry enterprises, to carry out the 'Guardian-2026' emergency communication support drill.
The drill simulated extreme conditions of road, power, and network disruptions caused by floods, including paralysis of hub computer rooms, backbone fiber cuts, and communication-isolated areas. Six practical subjects were set up, covering 5G inter-network roaming, frontline command support, and emergency coverage for isolated areas, testing cross-department command coordination, equipment operation, and multi-industry joint response throughout the entire process.
After the drill, the Communications Administration laid out four requirements for flood-season communication support: first, consolidate flood prevention responsibilities by strictly implementing leadership on-duty and 24-hour guard systems; second, enhance fail-safe capabilities in extreme scenarios by accelerating the implementation of emergency 5G inter-network roaming to achieve 'one network survives, all areas connect'; third, build professional emergency teams by addressing weaknesses exposed in the drill and refining contingency plans to ensure forces can be mobilized, connected, and relied upon; fourth, break down cross-department collaboration barriers by optimizing resource sharing and synchronized dispatch mechanisms for seamless emergency handling.
The drill provided a full-dimensional practical test of the region's comprehensive emergency communication support capabilities and accumulated hands-on experience for dealing with extreme disasters. In the next step, Ningxia's information and communication industry will focus on the '15th Five-Year Plan' safety development requirements, implement industry safety capacity building tasks, continuously strengthen weak links, and enhance resilience to provide stable and reliable communication support for Ningxia's high-quality economic and social development.
