The Ministry of Ecology and Environment (MEE) issued a notice on June 23, 2026, updating technical requirements for two key guidelines on carbon emissions from power generation facilities. The updated documents are the Enterprise Greenhouse Gas Emissions Accounting and Reporting Guide for Power Generation Facilities (CETS-AG-01.01-V04-2026) and the Enterprise Greenhouse Gas Emissions Verification Technical Guide for Power Generation Facilities (CETS-VG-01.01-V02-2026).
The new requirements apply to greenhouse gas emissions accounting, reporting, and verification for power generation sector companies in the national carbon emissions trading market, starting from the 2026 compliance year. For already submitted 2026 data quality control plans and monthly digital records, the National Carbon Market Management Platform will make centralized revisions. Detailed operational methods can be accessed through platform accounts.
The notice was copied to the National Development and Reform Commission, the National Energy Administration, the China Electricity Council, major power generation groups, and relevant internal bodies.
