By the end of 2025, the number of electricity users nationwide had reached 783.67 million, the largest in the world. This figure was published in the China Power Supply Development Report (2026), released at a meeting on improving power access service levels held by the National Energy Administration on June 30.
The report noted that grid investment has continued to increase. In 2025, national grid investment totaled 639.5 billion yuan. Investment in distribution networks of 110 kV and below amounted to 321.8 billion yuan, accounting for more than half of the total. The construction of a new type of power grid is accelerating, with main grids and distribution networks as the foundation and smart microgrids as a beneficial supplement. Weak links in distribution networks in rural and remote areas have been effectively reinforced, providing strong support for a safe and reliable electricity supply.
The number of licensed power supply enterprises has grown steadily. By the end of 2025, there were 2,889 licensed power supply enterprises nationwide. Enterprises affiliated with State Grid accounted for about 70%, those with China Southern Power Grid about 13%, Inner Mongolia Power Group and other local enterprises about 8%, and incremental distribution enterprises about 9%. Across urban and rural areas, there were 20,000 power supply stations, 99,000 service outlets including business halls and convenience points, and 565,000 power supply service personnel.
The green mobility network has expanded rapidly. The number of electric vehicle charging facilities nationwide exceeded 20 million. Nineteen provincial-level regions, including Shandong, Hunan, and Yunnan, achieved full township coverage of charging facilities. Relevant authorities provided zero-investment connection services for 210,000 charging facilities throughout the year, saving over 400 million yuan in connection costs and covering more than 70,000 residential communities.
