A document titled the '15th Five-Year Plan for Expanding Consumption' has been approved by the State Council. It sets out measures concerning durable goods consumption, income growth, and rest-and-leave systems, leading to adjustments in housing, automobiles, income, and holidays over the next five years.

In housing, the plan calls for better meeting housing consumption demand, optimizing subsidized housing supply, and increasing improved housing supply under city-specific policies. A project to improve housing quality will be launched, aiming to build safe, comfortable, green, and smart 'good homes.' The renovation of urban villages, dilapidated houses, and old residential communities in cities and towns will be steadily advanced, with support for residents' self-renewal and for adapting old houses for elderly and smart upgrades. The campaign to raise property service quality will expand service content. The housing provident fund system will undergo deeper reform to broaden its use and meet the diverse housing needs of contributors at different life stages.

For automobiles, the management model will shift from purchase to usage. Households without a car that have failed to obtain a license plate through lotteries for many years will be guaranteed purchase opportunities with age-based considerations, and differentiated vehicle quota management between urban and suburban areas will be explored. On charging infrastructure, about 40 million charging facilities are planned nationwide, creating a service capacity to support over 100 million electric vehicles, among which public charging piles will reach around 9 million.

To boost auto consumption, the plan encourages innovative development across the entire vehicle circulation and consumption chain, including promoting used-car trade and expanding aftermarket consumption in areas like modification, leasing, motorsport, and RV camping. Pilot reforms for vehicle circulation and consumption will be launched, supporting willing cities in removing circulation restrictions, enlivening used-car markets, and improving scrapped vehicle recycling. Maintenance and modification management will be improved, with accelerated construction of the technical standard system for new-energy vehicle maintenance. A tiered and categorized management mechanism for the automotive modification industry will be established, and modification technical standards suited to national conditions will be formulated. The construction of RV camping sites will be strengthened, supporting camps of different types, grades, and features, while improving camp management and sanitation. In addition, new types of motorsport events involving new-energy and intelligent connected vehicles will be supported.

Regarding income, the plan stresses improving the policy system for distribution according to factors of production, so that those who work more, have higher skills, or are more innovative earn more. Mechanisms for determining worker wages, ensuring reasonable growth, and guaranteeing payment will be refined. The minimum wage adjustment mechanism will be improved and the standard will be steadily raised, while macro guidance for corporate wage distribution will be strengthened. The business environment for micro, small, and individual businesses will keep improving. To increase property income for urban and rural residents, the real estate market should continue to develop healthily, and the capital market should further consolidate its steady and positive trend. Redistribution adjustments through taxation, social security, and transfer payments will also be intensified.

On the holiday front, the Labor Law will be fully implemented to protect workers' rights to rest and leave. The revision of the 'Regulation on Paid Annual Leave for Employees' will be pushed forward, and the enforcement of the paid leave system will be made more rigid. Employers and employees are encouraged to combine annual leave with traditional festivals and local special activities, arranging flexible and staggered vacations. Regions with suitable conditions are supported in promoting spring and autumn breaks for primary and secondary schools.
