The Hebei Supervision Bureau has initiated the 2025 internal control review and analysis for local central budget units. The effort follows a framework of "four strengthenings"—political guidance, service awareness, dual online and offline review, and regulatory closure—to shift internal control from form to function.
To set the direction for the review, the bureau conducted specialized study of the "Measures for the Evaluation of Internal Control of Administrative Institutions" and used the Ministry of Finance's unified reporting system to gain a comprehensive view of each unit's report. Drawing on past findings and issues from departmental budget supervision, the bureau also identified weaknesses in administrative and operational procedures to determine focal points for the review.
The bureau emphasized enhanced service for the budget units. Through risk alerts, assistance in mapping internal control processes, and designated point-of-contact communications, it sought to shift units from passive compliance to proactive strengthening of internal control, thereby improving the effectiveness and practicality of internal control systems.
For the review method, the bureau adopted a dual-track mechanism combining online analysis with on-site verification. The online component focused on the regularity, completeness, and objectivity of internal control reports; the offline component involved interviews and walk-through tests at selected units. The process employed dedicated reviewers, cross-checks, and collective discussions to ensure objective and accurate conclusions.
Finally, the bureau mandated a closed-loop mechanism from problem rectification to results application. It urged units to develop remediation plans for findings, integrating immediate corrections with long-term establishment, and conducted retrospective reviews in conjunction with departmental budget supervision. By linking internal control analysis with budget formulation and execution monitoring, it aimed to correct deviations promptly, safeguard fiscal funds, and raise budget management standards.
