On June 18, the 2026 China Brand Forum's thematic seminar on promoting high-quality education development was held in Xiong'an New Area. Experts, scholars, and front-line educators gathered to conduct in-depth discussions on building an education powerhouse during the 15th Five-Year Plan period.

Wu Shixing, Deputy Director of the Higher Education Department of the Ministry of Education, stated that higher education is the cornerstone of building an education powerhouse. He emphasized the need to promote higher education expansion and quality improvement, implement the fundamental task of fostering virtue through education, deepen comprehensive reforms, and improve higher education resource allocation mechanisms that align with demographic changes.

Wei Wei, Deputy Secretary of the Party Committee of Beijing Normal University, shared the university's practice of its "Strong Teacher Project." The project encompasses six major plans, including the "Excellent Teacher Plan" and "Qihang Plan," covering the entire process from recruitment, training, and placement of normal students to post-employment support, aiming to support high-quality education development with a high-quality teacher supply.

Li Xiaoqiang, Vice President of the National Institute of Education Sciences, suggested that in light of current demographic trends, an early warning mechanism with cross-departmental data sharing should be established, and the education resource allocation mechanism based on permanent resident population should be improved, to gain valuable time and space for high-quality education development.

Cai Dongmei, Deputy Secretary of the Education Work Committee of the Xicheng District Committee of Beijing and Director of the District Education Commission, noted that during the 14th Five-Year Plan period, Xicheng District added 64,600 school seats, and during the 15th Five-Year Plan period, it is expected to add about 10,000 middle school seats annually, continuing to deepen the practice of "high-quality, balanced, and warm" education.

"Artificial intelligence + education" became a frequently mentioned topic at the seminar. Yang Fan, Deputy Secretary of the Party Committee of Beijing Institute of Technology, introduced that the university actively creates "AI + teaching" smart scenarios, achieving intelligent support for the entire teaching process through 24-hour intelligent learning companions and smart supervision tools. Li Yujin, Party Secretary and Director of the Education Bureau of Xiong'an New Area, revealed that Beijing's "New Capital Education Map" and "AI Application Supermarket" have been implemented in Xiong'an, allowing teachers and students to select AI-assisted teaching and learning tools as needed. Huang Jiawen, Party Secretary of Jiangxi University of Chinese Medicine, stated that the thermal moxibustion robot developed by the university has been mass-produced, and he believes that promoting the substantive development of higher education in traditional Chinese medicine requires balancing inheritance and innovation, and advancing the standardization and internationalization of traditional Chinese medicine through open exchanges and mutual learning.

During the dialogue session, several guests discussed high-quality education development from different perspectives. Feng Yaozhong, Deputy Director of the Education Bureau of Heping District, Tianjin, proposed pursuing "green scores" by focusing on students' physical and mental health; Heping District has established a data system covering students' physical and mental health from primary to high school. Deng Wenjuan, Principal of the Experimental School Affiliated to Tianjin Normal University, argued that basic education cannot operate in isolation; it must proactively connect with universities, research institutes, and various social entities to build an integrated, cross-level, and cross-regional collaborative education pattern. Xi Huisuo, Party Secretary of Hengshui High School in Hebei, stressed that expanding the reach of high-quality education resources is key, and relatively good schools should not only provide resources but also help weaker schools build systems, improve teaching staff, and optimize instruction.

After the seminar, many front-line teachers stayed to continue exchanges, expressing the need to proactively enhance digital literacy and looking forward to bringing educational concepts back to their classrooms.
