The National Bureau of Statistics has approved the Environmental Services Financial Statistics Survey System (Guotongzhi [2026] No. 89). The Ministry of Ecology and Environment has distributed the system to all regions and is organizing its implementation. The system is valid until June 2029, and all annual environmental services financial statistics surveys during that period will follow it.
According to the arrangement, survey respondents must log into a designated system to submit their unit's data. Ecological and environmental departments at all levels will use another system to complete review and submission. For the 2026 survey, departments at all levels should complete data review and submission by September 15 and make corrections based on final review opinions by October 15. Provincial-level ecological and environmental departments must also submit stamped 2025 annual data summary tables and work summaries by October 31.
For the 2027–2029 surveys, departments at all levels must complete review and submission by April 30 each year and make corrections based on final review opinions by May 31. Provincial departments should submit annual data summary tables and work summaries by July 10 each year.
The Ministry of Ecology and Environment has set five requirements for localities: incorporate the statistical survey into annual key work plans and provide necessary support; update and maintain the directory database to ensure full reporting; strengthen training and guidance to solidify foundations; enforce responsibility for source data quality and prevent statistical fraud; standardize hierarchical review processes to ensure data quality; and strengthen data security and confidentiality management, strictly prohibiting the disclosure of trade secrets and sensitive information.
