The Ministry of Finance's Jilin Regulatory Bureau recently conducted on-site spot checks of performance self-assessments for central-to-local transfer payment funds in Changchun, Baishan, Linjiang, Hunchun, and Wangqing, aiming to verify the authenticity and accuracy of the self-assessment results.
The review was carried out on three core levels. In the selection phase, the bureau relied on the central budget management integrated system to build a complete ledger covering fund decomposition, flow, and execution progress, and comprehensively verified the basic data of transfer payment funds. Personnel systematically studied budget performance management regulations and fund management measures, used data analysis methods to focus on quantitative indicators such as budget execution rates and target deviations, as well as qualitative factors like compliance of fund allocation, and ultimately identified areas with large fund volumes, high relevance to people's livelihoods, and significant execution progress fluctuations as inspection targets.
During the field verification phase, working groups visited project sites in the five locations, checking construction progress, implementation, and output against performance targets. They also held discussions with local authorities and implementing units, reviewed project files and fund vouchers, and cross-verified the data and conclusions in self-assessment reports, strictly preventing data falsification and inflated self-assessments.
Problems identified were immediately reported to the relevant units with clear rectification requirements. The bureau will follow up through 'look-back' inspections to ensure corrections are implemented, strengthen the use of performance evaluation results, and promote long-term mechanisms for standardized fund management and improved project quality.
