The Shanghai Communications Administration convened a special meeting on July 13, 2026, to review the emergency communication support for Typhoon Bavi (No. 9) and to further mobilize and deploy communication support for the 2026 World Artificial Intelligence Conference.
The meeting was chaired by He Feng, member of the Party Leadership Group and Deputy Director of the Administration. Key leaders from Shanghai-based basic telecommunications enterprises and heads of relevant departments attended. Gao Ju, Secretary of the Party Leadership Group and Director of the Administration, spoke at the meeting.
The review noted that under the leadership of the Ministry of Industry and Information Technology and the Shanghai Municipal Party Committee and Government, the city's information and communication industry implemented flood and typhoon prevention plans, establishing a three-tier linked emergency defense system. By pre-positioning hazard inspections, personnel, and supplies, the communication networks remained stable and smooth; disrupted base stations were promptly restored, safeguarding the city's communication lifeline.
The meeting cautioned that the current period is still within the critical flood season window. The entire industry must recognize the importance of communication support and address weaknesses exposed during the typhoon by taking immediate corrective actions.
For the communication support of the 2026 World AI Conference, the meeting set four requirements. First, resolutely uphold political responsibility, maintain bottom-line and extreme-scenario thinking, implement the Shanghai Municipal Committee's 'Four Musts' requirements, and mobilize industry-wide efforts to complete the task. Second, target zero major network failures, zero cybersecurity incidents, and zero concentrated complaints, ensuring full coverage in key areas and no blind spots at critical nodes, with smooth networks and stable signals. Third, improve emergency response capabilities, strengthen intelligent support, and drive a transition from 'post-event repair and on-site handling' to 'pre-event prediction and intelligent dispatching.' Fourth, enhance duty shifts, strictly implement the 24/7 duty system for major events, leadership on-call and on-site stationing, strengthen information reporting and collaborative consultation, and promptly eliminate risks.
Finally, the meeting emphasized that the entire industry must fulfill responsibilities, spare no effort, and deliver high-standard, high-quality support for the conference, providing solid and reliable information and communication backing for Shanghai's modernization of megacity governance and building an international AI industry hub.
