Measures include thorough inspections, pre-positioning satellite phones and portable satellite stations at grassroots sites, and deploying emergency response teams while enforcing strict construction safety. Heads of departments must personally verify the implementation of all flood-control measures.

For the relocation of residents in flood storage and detention areas, targeted support and list-based management will be applied. In the event of local network outages caused by disasters, the 5G cross-network roaming function will be activated immediately to provide inter-operator communication coverage for relocated residents and rescue operations. The roaming coverage areas must be scientifically designated.

The province's natural disaster warning SMS platform will be further refined to ensure orderly dissemination. A 24-hour on-duty system with leadership shifts will be strictly enforced during the flood season, with incident reporting required to be timely, accurate, and comprehensive.
