General Secretary Xi Jinping has called on county Party secretaries to always bear in mind the Party, the people, responsibility, and discipline, and to follow the example of Jiao Yulu as an outstanding county Party secretary.

Speaking at a forum with trainees of a study program for county Party secretaries, Xi elaborated on four aspects of becoming a Jiao Yulu-style county Party secretary.

For 'keeping the Party in mind,' he stressed that county committees are the 'frontline command posts' of the Party, and secretaries must be loyal to the Party, firm in ideals and convictions, and strictly observe political discipline, resolutely aligning with the Party Central Committee.

On 'keeping the people in mind,' he urged them to serve the people wholeheartedly, address their most pressing concerns, establish a correct view of achievements, and conduct thorough investigations and research.

Regarding 'keeping responsibility in mind,' he said officials must have a sense of responsibility, work diligently and persistently, and adopt the attitude that 'success does not necessarily have to belong to me,' ensuring that good blueprints are passed on and realized.

As for 'keeping discipline in mind,' he emphasized the correct exercise of power in accordance with the law, upholding integrity, implementing democratic centralism, and setting an example in respecting and abiding by the law.

Xi also noted that the rotation training of over 2,800 county Party secretaries nationwide is a long-term strategic measure, and reviewed the historical importance of county-level governance.
