The National Energy Administration (NEA) recently replied to the Dam Safety Supervision Center, approving the safety registration of 28 hydropower station dams.
Six dams received first-time safety registrations: Tuoba in Yunnan, Bobona in Xinjiang, and the upper and lower dams of Fukang in Xinjiang were graded A, while Luota in Yunnan and Lakang in Tibet were graded B.
Twenty-two dams had their safety registrations renewed, all graded A. They include Shuibuya, Geheyan, and Gaobazhou in Hubei; Sanjiangkou, Taoyuan, and Xiangqi in Hunan; Dapu, Honghua, and Shanxiu in Guangxi; Yinpan in Chongqing; Guandi, Hongyanzi, Yangjiawan, Sangping, Jiangsheba, and Zhouba in Sichuan; Datianhe Luosheng and Gaosheng in Guizhou; Dayingjiang III in Yunnan; Linhekou and Shuhe in Shaanxi; and Laxiwa in Qinghai.
The NEA ordered the supervision center to urge power companies to fulfill primary safety responsibilities, improve management systems and procedures, strengthen organizational structures and staffing, enhance professional training, and conduct thorough inspections and monitoring. Companies were also told to standardize management and operation processes, reinforce flood control and emergency management, upgrade archive keeping and monitoring facility maintenance, and leverage online surveillance.
For the two B-graded dams in Tibet and Yunnan, the NEA demanded intensified oversight to ensure companies address safety deficiencies within a deadline. All companies must formulate rectification plans for issues found during inspections, with clear responsible parties and deadlines, ensuring high-quality completion on schedule.
