The Jiangsu Communications Administration recently convened a special meeting on flood and typhoon prevention for the provincial information and communication industry, re-mobilizing and re-deploying work against the 9th typhoon, Bavi.
The meeting put forward clear requirements in four aspects. Regarding awareness and responsibility, enterprises at provincial, municipal, and county levels must improve their flood and typhoon prevention systems, clarify job responsibilities at all levels, and prepare for major floods, emergencies, and disasters. They should also closely track meteorological forecasts and warnings, enhance real-time network monitoring, and ensure prompt response.
For hazard inspection and rectification, comprehensive patrols and inspections of communication lines, equipment rooms, and base stations are required, with risks and hazards identified item by item, recorded in ledgers, and immediately rectified. For risks that cannot be completely rectified in the short term, fallback control measures must be implemented to ensure risks are controllable.
In terms of emergency supplies and rescue teams, enterprises must re-verify all emergency communication equipment, including emergency communication vehicles, satellite backpack stations, drone base stations, and satellite phones, as well as generators, power generation vehicles, emergency batteries, and flood prevention materials, and pre-position them to city and county fronts. Professional emergency rescue teams should be strengthened, equipped with repair tools and supporting materials, and conduct regular practical training and safety education to ensure fast emergency response, precise fault handling, and efficient and orderly rescue processes.
For command and coordination, all units in the industry must strictly implement the leadership-on-duty and 24/7 shift system, and standardize information reporting. The Jiangsu Communications Administration will conduct daily dispatch checks with leaders of provincial, municipal, and some county-level enterprises, randomly inspecting on-duty performance to ensure smooth command and industry coordination.
The meeting also stressed the need to implement the important instructions of General Secretary Xi Jinping on flood prevention and disaster relief, and to align with relevant deployment requirements of the provincial flood control and drought relief headquarters and the Ministry of Industry and Information Technology.
