Multiple scenario co-construction agreements were signed among industry, academia, and research parties at the launch meeting of the central enterprises' "Scenario Panorama" special initiative, and the first batch of ten landmark open scenarios of central state-owned enterprises was also announced.
These scenarios cover artificial intelligence, computing-power-carbon synergy, green electricity production and storage applications, and 3D design platforms for giant hydropower projects, and have been showcased in a dedicated area within the central SOEs' AI open-source "Huanxin Community."
Participants include State Grid, China Mobile, SPIC, the Chinese Academy of Sciences, CATL, Alibaba, Zhiyuan Research Institute, COSCO Shipping, SAIC Motor, and Shanghai Maritime University. Some scenarios include clean energy and zero-carbon computing power scheduling, cross-province computing load transfer, green zero-carbon 10,000-card clusters, and smart green port standardization.
A relevant official from the State-owned Assets Supervision and Administration Commission of the State Council stated at the meeting that central SOEs should establish a list of open scenarios, deepen collaborative cooperation, and build an ecosystem for scenario openness featuring enterprise-local linkage and cross-regional synergy through platforms such as industry communities and the "Huanxin Community," while improving factor guarantees. An official from the Department of Economic System Reform of the National Development and Reform Commission suggested that central SOEs should systematically review their scenario resource needs, support the application of new technologies through scenario openness and priority procurement, and play a leading and exemplary role.
The Fourth Plenary Session of the 20th CPC Central Committee proposed increasing the construction and openness of application scenarios. In November 2025, the General Office of the State Council issued the "Implementation Opinions on Accelerating Scenario Cultivation and Openness to Promote Large-Scale Application of New Scenarios," proposing the cultivation and openness of application scenarios in 22 key areas across five aspects. Subsequently, the NDRC, SASAC, the Ministry of Science and Technology, and the Ministry of Industry and Information Technology have been advancing related work.
