Political building has been placed at the forefront of all work at the Inner Mongolia Regulatory Bureau of the Ministry of Finance. The bureau recently conducted a systematic review of its operations and fiscal oversight services, emphasizing adherence to the key requirements of the "Five Upholds" and integrating political standards into every aspect of document handling, meeting organization, and administrative affairs.

In terms of theoretical learning, the bureau has made studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era its primary political task, establishing a regularized learning system and creating distinctive learning platforms linked to Party-building initiatives. Through the standardized implementation of systems such as "three meetings and one lesson" and themed Party Days, along with deepened Party-building brand creation, theoretical learning and job practice are closely integrated, aiming to enhance the political judgment, understanding, and execution capabilities of Party members and cadres.

Security and discipline controls have been tightened simultaneously. The bureau has refined a comprehensive secrecy management system covering personnel declassification management, outbound travel for public duties, circulation of classified carriers, and use of classified equipment. Cybersecurity checks and the regulation of smart tool usage are prioritized during key junctures such as major events and important meetings. Risk and hazard inspections have been normalized, and an accountability system for ideological work has been strictly enforced.

The operation of administrative services has further shifted towards proactive standardization. Taking inspection rectification and internal control self-audits as entry points, the bureau conducted a comprehensive review of its existing institutional framework, advancing the revision, abolition, and creation of rules, and compiled all types of management regulations into manuals. The review of government documents is aligned with higher-level guidelines, reinforcing political guidance from the source.

In serving central tasks, the bureau enhanced its advisory and policy-support functions. Research on key annual tasks was initiated proactively, with emphasis placed on the quality of comprehensive documents and research materials. The mechanism for collecting, editing, and submitting information was also improved to strengthen the foresight of policy references. Meanwhile, a refined model for document review was adopted, with responsibilities cascaded down at every level.

Government operation processes were further optimized. The entire chain of document receipt, circulation, and archiving now follows standardized management, and a closed-loop mechanism has been established for meeting organization, services, and supervision. Assignments from higher authorities and leadership are managed through itemized, project-based tracking to monitor progress.

The bureau's role as a hub for internal and external coordination was also reinforced. It took the lead in coordinating major tasks, special inspections, and assessment evaluations, setting up dedicated task forces and establishing mechanisms for information sharing and joint analysis with superior departments, peer institutions, and local authorities, thus building a collaborative work framework.

Internal management within the bureau was similarly tightened. Policies on cadre selection, appointment, rank promotion, and daily assessment were strictly implemented, and the reporting system for personal matters was further standardized. The bureau also explored new models of university-local cooperation, leveraging higher-education resources to build platforms for talent cultivation and research. In financial and asset management, the requirement for Party and government entities to tighten their belts was thoroughly executed, with standardized and refined processes for budget and final account preparation, daily accounting, and expense reimbursement reviews. A comprehensive inventory of fixed assets was conducted, and a full-lifecycle asset management mechanism is being progressively developed.

Logistical support and services for the public continued to improve. Office buildings, meeting venues, and access control systems underwent renovation, and office conditions are maintained on a routine basis. The workflow for handling public complaints was further refined, and liaison services for deputies to the National People's Congress and members of the Chinese People's Political Consultative Conference were innovated upon, maintaining regular contact through field visits, discussions, and other means, while ensuring all suggestions and proposals are carefully addressed.
