The Hubei Provincial Communications Administration recently conducted a new round of mobilization and deployment for flood emergency communications support. Party Secretary and Director Wu Jun presided over the special meeting.

The meeting convened telecom companies and set out requirements in five areas. Companies were asked to assume top-leader responsibility for safeguarding the communications "lifeline" during flood relief. In terms of network resilience, flood, lightning, and seismic reinforcement of critical communication facilities is required, along with advancing super base station construction in disaster-prone areas and improving 5G heterogeneous roaming mechanisms.

Enhancement of support capabilities was highlighted, including closer coordination with meteorological, emergency, transportation, and fire rescue departments. In disaster-prone areas, equipment such as satellite phones and portable satellite stations will be pre-positioned, and a ledger of grassroots backup communication methods will be established. The deployment also covers emergency SMS capability building, platform support for 12379 and 12121, and targeted SMS precision dissemination. Regular "double-blind" drills and frontline personnel training will continue.

For duty and reporting, a 7x24-hour on-duty system with leadership shifts during the flood season is to be strictly implemented, with timely and accurate information reporting. Additionally, the meeting required preventing secondary disasters and ensuring the safety of frontline rescue personnel.

The meeting also included a concentrated study of General Secretary Xi Jinping's important instructions on flood control and drought relief, and reviewed the emergency communication support efforts during the "5.18" Xuan'en extreme rainstorm and the "7.6" Hubei severe convective weather. Hubei Communications Administration Party Group Member and Discipline Inspection Team Leader Ran Wei, the main person in charge of the Information and Communication Development Division, and provincial heads of telecom firms attended.
