To prevent accidents involving mass casualties and enhance the quality and effectiveness of risk control in power production safety, the Sichuan Energy Regulatory Office has deployed four measures aimed at precise management of high-risk operations.

The measures are grounded in the thorough implementation of General Secretary Xi Jinping's important expositions on production safety and the requirements of the national video conference on production safety and the National Energy Administration.

Specifically, power enterprises are urged to consolidate their safety responsibility chains, regularly identify work scenarios that could lead to severe personal accidents, and submit ledgers of high-risk operation areas. They are also required to pre-formulate and implement control measures for high-risk tasks, ensuring risk prevention is moved forward. A weekly verification mechanism for high-risk operation information will be established, with random checks during on-site inspections to form a normalized oversight loop. Additionally, attention will be focused on high-risk sub-projects and accident-prone areas, prompting enterprises to carry out list-based hazard identification and rectification with sign-off.

Going forward, the office will continue to monitor the submission of high-risk operation information, urge enterprises to strictly follow closed-loop management of hazard rectification, and trace major hazards back to their root causes as if they were accidents, thereby fully safeguarding the safe development of Sichuan's power industry.
