The Ministry of Industry and Information Technology, the Cyberspace Administration of China, the National Development and Reform Commission, and the National Data Administration have jointly released the "Guideline on Promoting High-Quality Development of Internet Basic Resources."

The document sets two-stage targets for the development of internet basic resources such as IP addresses, domain names, autonomous system numbers, and network identifiers, along with related service facilities. By 2030, systematic breakthroughs are expected, including a batch of landmark original technological achievements and leading technical standards, as well as the construction of an efficient, collaborative, and intelligently interconnected new internet infrastructure. By 2035, China aims to become a major global innovation source in the fundamental internet field and fully build advanced, universally interconnected, high-speed, ubiquitous, secure, and controllable new internet infrastructure.

The guideline is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implements the new development philosophy, and balances development and security, aiming to support the advancement of new industrialization and the development of new quality productive forces. In its overall considerations, it emphasizes systematic innovation in theory, technology, and institutions, strengthens fundamental theoretical research and breakthroughs in key core technologies, and accelerates the construction of a modern application service system, management system, and coordination system.

Key tasks are divided into six areas with a total of 16 items. Enhancing basic innovation capacity is listed first, including coordinating national scientific and technological strength, strengthening fundamental theoretical research, making breakthroughs in key core technologies, building strong innovation development platforms, and deepening the construction of standards systems. To strengthen support for sustainable development, projects to shore up weak links and explore new facilities will be implemented, optimizing traditional facility layouts and exploring new facility construction. In security, an engineering project to secure basic resources will be carried out to ensure supply and operational security, and to strengthen risk monitoring and emergency response.

At the application level, a multidimensional application service system will be built to enhance resource application efficiency and strengthen scenario-based service support, thereby improving the integration of the real economy and digital technology. At the management level, a complete and efficient supervision and management system will be established, with improved regulations and technical governance tools. In addition, a pragmatic and proactive international cooperation system will be built through enhanced international communication and coordination and active participation in global governance, to elevate the level of open development.

To ensure implementation, the document requires relevant departments to strengthen work coordination, enhance synergy and resource integration. Local competent authorities need to strengthen work alignment and advance key tasks according to actual conditions. Meanwhile, multiple entities will actively participate, policy support will be increased, and a tracking and evaluation mechanism will be established.
