Persistent heavy rainfall and the breach of the Liulan Reservoir in Nanning caused power outages and fiber optic cable damage in Zhenlong Township of Hengzhou and Zouwei Town of Binyang, leading to the failure of multiple communication base stations. Early access for repair crews was hampered by road collapses and flooding.

The Guangxi telecom sector mobilized personnel, vehicles, and satellite communication equipment, employing an integrated air-ground approach. 'Yilong' communication drones conducted aerial emergency coverage on July 8 and July 10, 2026. Meanwhile, support staff carrying satellite phones and satellite backpack base stations trekked 20 hours to reach affected areas and establish emergency links.

At 12:00 on July 9, a satellite portable station was put into operation at the Zhenlong Township government site, providing stable 4G and WiFi coverage to support flood control command and public communication. Other repair teams subsequently entered the area to continue targeted restoration work.

In Zouwei Town of Binyang, initial progress has been made, with 95% of natural villages now receiving a wireless signal from at least one operator. The subsequent activation of 5G inter-operator roaming is expected to further boost restoration efficiency and ensure emergency and daily communication for residents.

Going forward, the Guangxi telecom sector will deploy additional repair crews, leverage neighboring area signals and transmission support to speed up recovery, seize the window of receding waters to fix damaged lines and base stations, and rely on drones and satellite equipment for backup communication guarantee.
