The Liaoning Provincial Communications Administration coordinated the information communications industry to repair damage caused by Typhoon Bavi, deploying a total of 9,075 emergency personnel.

From July 13 to 14, 2026, heavy rainfall from the typhoon's outer cloud bands significantly impacted communication base stations, optical cable lines, and equipment rooms in Shenyang, Fushun, Tieling, and other areas.

During the emergency response, the industry dispatched 3,454 support vehicles, 4,288 generators, 56 satellite phones, 5 portable satellite base stations, and 2 medium-sized composite-wing drones. They inspected 50,000 sheath kilometers of optical cables and sent 162 million flood warning text messages.

In severely affected townships, Liaoning utilized 5G inter-network roaming for the second time in a real-world scenario, serving over 10,000 users and leveraging its network backup capability. "Full-Network-Compatibility" satellite base station vehicles and portable satellite base stations were also sent to disaster-hit villages, while drones were deployed in coordination with the provincial emergency management department to rapidly establish an aerial emergency communication network.

In resettlement areas, micro base stations were activated and network bandwidth expanded to fully meet communication needs. The administration stated that the operation implemented the spirit of General Secretary Xi Jinping's important instructions on flood prevention and disaster relief, and followed the deployments of the Ministry of Industry and Information Technology and the provincial party committee and government, aiming to secure the emergency communication support battle through provincial-municipal coordination and monitoring.
