The Ministry of Industry and Information Technology (MIIT) held a training workshop on the digital and intelligent transformation of small and medium-sized enterprises (SMEs) in Shaoxing, Zhejiang Province, on July 15-16, 2026. Vice Minister Ke Jixin, a member of the MIIT Party Leadership Group, visited participants and delivered a concluding speech.
According to the workshop, since 2023, MIIT and the Ministry of Finance have jointly supported three batches of 101 cities in piloting SME digital transformation, with the first batch of 30 pilot cities completing their acceptance checks. These cities have driven a large number of enterprises to carry out in-depth transformation in key areas such as production and R&D, and have explored replicable and scalable methods, market mechanisms, and typical models.
In his speech, Ke Jixin emphasized that digital and intelligent transformation is a key path for SMEs to pursue specialized and sophisticated development, and the process has now entered a critical phase of deepening and expansion. He called for the next stage of work to better integrate an effective market with a capable government, leverage the primary role of enterprises, and improve policy support and public services. Specific measures include supporting service providers to deeply cultivate niche industries and develop more "small, fast, light, and accurate" products and solutions; strengthening the application of artificial intelligence in scenarios such as R&D, design, manufacturing, and business management; and enhancing the coordination mechanism among ministries, provinces, and cities to consolidate pilot achievements and accelerate the building of a digital and intelligent empowerment service system for SMEs.
During the workshop, the MIIT SME Bureau reported on the phased progress of the national effort and the exploration of long-term mechanisms by various localities. Officials from the Zhejiang Provincial Department of Economy and Information Technology, as well as from the cities of Hangzhou, Wuhan, Hefei, Shaoxing, Hebi, Xiangtan, and Shangrao, gave presentations on topics such as service provider cultivation, supply-demand matching, talent development, and financial support, drawing on local practices and case studies. Participants included relevant officials from SME authorities in provinces, autonomous regions, and municipalities, as well as from the pilot cities.
