The Yunnan Energy Regulatory Office recently organized a power market work symposium and the first joint meeting of generation and grid companies for 2026. The main objective was to implement the national unified power market construction requirements and to coordinate regional and provincial market development.
Officials from the Yunnan Provincial Development and Reform Commission, Provincial Energy Bureau, Yunnan Power Grid Company, Kunming Power Exchange Center, and representatives from major power generation enterprises, power users, and electricity retail companies attended the meeting.
The meeting highlighted the key points of the newly issued national document "Guidelines for Monitoring and Handling Abnormal Behavior in the Power Market (Trial)." It also reported on the overall status of Yunnan's power market construction, trading operation, and market order regulation since the start of 2026.
The meeting systematically reviewed the achievements and challenges since the launch of continuous settlement trial operation in the regional power spot market. Market participants engaged in in-depth discussions on topics including production and operation conditions, same-platform bidding for hydro, thermal, wind, solar, and storage, rule optimization, and market risk prevention and control based on their own generation and consumption characteristics and market experience.
Three core requirements were laid out for the next steps: First, all units must broaden their perspective and push forward market construction with higher standards, ensuring the completion of tasks set out in the "Yunnan Power Market High-Quality Development Three-Year Action Plan (2026-2028)." Second, they must balance the reasonable demands of various market entities across provincial, regional, inter-regional, and cross-border markets, continuously optimize market mechanisms, and improve the fairness and inclusiveness of market operations. Third, they must strictly adhere to compliance, strengthen full-process supervision of market conduct, resolutely crack down on illegal trading, and maintain a fair and orderly market environment.
The Yunnan Energy Regulatory Office indicated that it will further study the issues and suggestions raised by market entities together with relevant departments and units, and implement targeted measures. The goal is to further improve market rules that are compatible with the new power system, coordinate the development of the Southern Regional Power Spot Market, and promote high-quality growth of the industry.
