The General Office of the National Energy Administration recently replied to the Inner Mongolia Power Exchange Center, approving in principle its organization of green electricity certificate trading.

According to the reply, promoting green certificate trading at the Inner Mongolia Power Exchange Center is a concrete measure to implement the State Council's Overall Plan for China (Inner Mongolia) Pilot Free Trade Zone (Guofa [2026] No. 6) and the Notice of the National Development and Reform Commission and Other Departments on Several Policies and Measures to Support Green, Low-Carbon, High-Quality Development in Inner Mongolia (Fagai Huanzi [2024] No. 379).

Relevant parties in Inner Mongolia Autonomous Region are required to assume primary responsibility, refine detailed implementation rules for green certificate trading in accordance with the Rules for the Issuance and Trading of Renewable Energy Green Electricity Certificates and the Detailed Implementation Rules for the Management of Renewable Energy Green Electricity Certificates, upgrade their technology platform, and promptly launch the green certificate trading pilot. They must also coordinate the connection between green electricity trading and green certificate trading mechanisms to ensure that green certificates serve as the fundamental proof of the environmental attributes of renewable energy. Any major issues encountered during the pilot must be reported to the National Energy Administration in a timely manner.

The North China Regulatory Bureau of the National Energy Administration will oversee the green certificate trading market in Inner Mongolia, strengthen guidance for the pilot work, and coordinate the resolution of relevant issues in a timely manner.
