The Northeast China Energy Regulatory Bureau has recently sent a work prompt to local energy (power) authorities and grid companies in the northeast region. The prompt aims to promote the optimization and improvement of the electricity connection service mechanism for electric vehicle charging and swapping facilities.
The bureau explicitly requires that charging facility connections be incorporated into the overall 'access to electricity' deployment. This requirement stems from the document jointly issued by the National Development and Reform Commission and the National Energy Administration, titled "Opinions on Deepening and Improving 'Access to Electricity' Services to Comprehensively Build a Modern Electricity Business Environment" (Fa Gai Neng Yuan Gui [2025] No. 624). The document mandates that local energy (power) authorities organize power supply enterprises to optimize service mechanisms, further simplify application materials for residential users, and continuously improve connection service efficiency.
At the regulatory level, the Northeast China Energy Regulatory Bureau stresses that grid companies must strictly fulfill their primary responsibilities, refine work plans, and ensure policy implementation with high-quality services. Regulatory focus includes the review of application materials by power supply enterprises, policy notification and explanation, and connection service timelines. Additionally, the bureau is pushing grid companies to increase business training and policy dissemination efforts, urging frontline personnel to accurately grasp policy requirements and strictly enforce statutory service standards.
The bureau stated that it will continue to monitor the construction, operation, and connection services of charging facilities in its jurisdiction in collaboration with local energy (power) authorities, and will solidly carry out relevant regulatory work in accordance with the unified deployment of the National Energy Administration, contributing regulatory strength to the creation of a modern electricity business environment.
Improving electricity connection services for charging facilities is seen as a significant step in promoting the development of the new energy vehicle industry and supporting the 'dual carbon' goals.
