Anhui Province saw its railway investment reach 22.1 billion yuan in the first five months of this year, marking a year-on-year increase of 39.9%. The province is advancing major trunk line projects such as Shanghai–Nanjing–Hefei and Hefei–Wuhan, with several achieving significant milestones. Nine projects, including Hefei–Chizhou and Lu'an–Anqing, each recorded over 1 billion yuan in investment during the same period, and the Nanjing–Ma'anshan intercity railway commenced operation as scheduled.
The Anhui Provincial Development and Reform Commission has implemented three working mechanisms to stabilize investment and drive project progress.
In terms of policy implementation, it comprehensively executed the latest national policies for infrastructure development, strengthening the capacity to manage the entire project lifecycle and ensuring continuity across investment stages. Aligned with the national annual plan, a quarterly consultation mechanism for railway construction investment was established, and a list of key projects was issued, specifying those to 'guarantee commencement' and 'guarantee operation.' The list defines timelines and responsibilities, reinforcing coordination between railway authorities, local governments, and different provincial and municipal levels.
In terms of financing, the Commission maintained regular engagement with project entities and local authorities, employing a project-specific and city-specific approach to refine investment plans on a monthly and quarterly basis. The use of policy-based funds was intensified, private capital participation was encouraged, and multiple channels were utilized to broaden financing sources. Recently, several projects received support from central budgetary investment, policy-based financial instruments, and special bonds.
In terms of issue resolution, the Commission systematically identified over 20 bottlenecks related to land acquisition and demolition, construction intersections, and funding availability in ongoing projects. A problem list was created, and each issue was registered for supervision and cleared upon resolution. By removing obstacles, the progress of construction accelerated, resulting in more tangible work completed.
Going forward, the Anhui Provincial Development and Reform Commission will focus on annual targets, further refining mechanisms and strengthening coordination. It will strive for the early commencement of major projects such as the Fuyang–Huanggang section of the Beijing–Hong Kong high-speed railway, and ensure the timely completion of key projects like the Huaibei–Bengbu and Chaohu–Ma'anshan high-speed railways, thereby laying a solid rail foundation for the province's high-quality economic and social development.
