China Issues New Rules to Enforce Renewable Energy Consumption and Utilization Responsibilities at Provincial and Sector Levels
The National Development and Reform Commission and the National Energy Administration have jointly issued implementation measures for minimum renewable energy consumption share targets and renewable electricity utilization accountability weights. Effective August 1, 2026, the rules for the first time include non-electricity consumption in assessments and enforce responsibilities at both provincial-level administrative regions and key energy-consuming industries.
