Liang Jun, director of the Tianjin Municipal Development and Reform Commission, led a team to the city's disaster relief supplies reserve station on the morning of June 10 to inspect flood prevention and disaster relief work. Han Xuewu, director of the Tianjin Municipal Food and Strategic Reserves Administration, and heads of relevant departments from both organizations participated.
During the inspection, Liang Jun visited the municipal and central materials reserve warehouses and gained detailed knowledge of the storage management of municipal relief supplies, flood safety measures, and preparations for supplies dispatch during the flood season.
Liang Jun pointed out that the flood prevention task this year is extremely arduous. It is necessary to closely monitor the critical period from late July to early August, strengthen duty arrangements, implement contingency plans in detail, and comprehensively build a defense line for material support during the flood season.
He also stressed the need to thoroughly study General Secretary Xi Jinping's important discourses and instructions on disaster prevention, reduction, and relief, and to implement the deployments and requirements of the Tianjin Municipal Party Committee and Municipal Government. A bottom-line mindset and extreme thinking should be established, and materials management and dispatch must be carried out strictly and meticulously. Specific work directions include: highlighting Party building guidance, transforming the role of Party organizations as strongholds and the vanguard role of Party members into a combined force for emergency materials support, ensuring prompt response and mission fulfillment upon orders; focusing on practical training and exercises, strengthening training and drills centered on key steps such as order reception, quantity counting, loading, and transportation, and continuously optimizing operational procedures and dispatch models to effectively improve dispatch timeliness; and enhancing safety management, solidifying safety responsibilities for each post, refining prevention and control measures, and strictly implementing operating procedures for high-altitude operations, special operations, and others to ensure orderly, safe, and efficient operations.
