From June 10 to 12, a power supply security supervision and inspection targeting the 2026 Dalian Summer Davos Forum was led by the Northeast Energy Regulatory Bureau. The Department of Industry and Information Technology of Liaoning Province and the Dalian Municipal Bureau of Industry and Information Technology joined the operation, with State Grid Dalian Power Supply Company as the subject of inspection. Both the responsible official from the Northeast Energy Regulatory Bureau and the principal official from the Emergency Division of the Electricity Safety Supervision Department of the National Energy Administration were present to oversee the effort.

The supervision team visited multiple critical sites for power supply security, including the Davos power supply command center of Dalian Power Supply Company, key substations, maintenance work sites, and emergency material warehouses. During the inspection, the team received detailed briefings on the overall power supply security preparations and focused on examining equipment operation and maintenance, hazard identification and mitigation, grid risk control, and emergency preparedness for unexpected events, while offering suggestions for improvement.

The supervision team explicitly required that Dalian Power Supply Company assume the political responsibility for power supply security, implement all measures in detail, and collaborate with local government departments to form a joint force. Continuous reinforcement is needed in grid operation, equipment maintenance, and network security, along with enhanced emergency duty and standby arrangements to ensure safe and stable power supply during the forum.

Furthermore, the supervision team stressed strict compliance with the ‘Regulations on the Criteria for Determining Major Electric Power Accident Hazards and the Supervision and Management of Their Treatment,’ calling for a comprehensive hazard investigation before the flood season, the establishment of a list with closed-loop management, and improvement of inherent safety levels. Preparations should be made in advance for extreme weather and natural disasters, with strengthened grid security risk control to maintain a stable electric power production situation during the peak summer and flood control periods.
