The National Development and Reform Commission and the National Energy Administration jointly issued the ‘15th Five-Year Plan for the Construction of a New Energy System’ under document number Fa Gai Neng Yuan [2026] No. 884. Having received approval from the State Council, the two departments issued a notice on June 13, 2026, requiring all provincial, autonomous regional, and municipal people’s governments, relevant ministries and directly affiliated institutions under the State Council, and relevant central enterprises to conscientiously organize implementation.
