On June 25, 2026, the Hebei Regulatory Bureau of the Ministry of Finance publicly outlined its “1+3+3” work approach for fiscal supervision in the Xiong'an New Area, intended to serve the area's development as a pioneering highland of innovation and a model for high-quality growth.

As explained by the bureau, “1” refers to the strengthening of Party-building guidance, ensuring the correct political direction of supervision by enhancing political awareness, deepening the study of the Party's innovative theories, and integrating Party-building with professional work. The first set of “3” core tasks focuses on the main responsibilities: first, key supervision of central fiscal support policy implementation, tracking pilot programs for special bond projects, and conducting penetrating oversight of subsidy funds, bond funds, and treasury bond funds; second, routine monitoring including fiscal operation analysis, regular budget execution supervision, and advancing the review of state-owned capital gains from central enterprises; and third, investigations and research on topics like modern urban development and modern industrial systems, using research to address problems and strengthen supervision.

The second “3” targets optimization measures, including organizational improvement, foundation strengthening, and efficiency enhancement. Organizational improvement involves proactive communication with relevant ministerial departments, establishing an internal coordination mechanism led by the Xiong'an Supervision Division, and enhancing horizontal collaboration with local fiscal and financial authorities. Foundation strengthening is achieved through a “one database, two lists, three ledgers” management system, sorting institutional plans and support policies, refining supervision and analytical indicator lists, and maintaining detailed work ledgers. For efficiency enhancement, the bureau aims to build a closed loop of “supervision, investigation, rectification, and governance,” leverage the central budget management integration system and third-party software to boost digitalization, and conduct regular staff training to strengthen professional capacity.
