The Inner Mongolia Regulatory Bureau of the Ministry of Finance deployed three core measures in 2025 to enhance the review and analysis quality of internal control evaluations and report compilations for central budget units stationed in the region.
The bureau first emphasized raising political awareness and listed the analysis of internal control evaluations and report compilations as a key annual task. It organized key business personnel to intensively study the annual reporting policy documents and provided targeted guidance through online Q&A, offline seminars, and one-on-one support, considering the diverse levels, wide distribution, and varying financial management capabilities of the units.
In terms of review methods, the bureau formed a dedicated working group to unify review standards and categorized issues in areas such as budget management, revenue and expenditure management, government procurement, and asset management. It combined comprehensive online platform screening with focused offline on-site verification, conducting in-depth checks on units with large funds, long business chains, or higher risks. Additionally, the bureau leveraged the Ministry of Finance's unified internal control reporting platform to enable cross-comparison of budget, asset, and procurement data with internal control reporting data, achieving intelligent screening of anomalies.
The bureau also deepened the application of review results. For common problems and institutional gaps identified, it compiled problem, rectification, and responsibility lists for each unit, urging improvements in systems and processes. By sharing best practices and conducting warning education, it promoted mutual learning and self-correction. The internal control evaluation results were also integrated with budget execution supervision, routine monitoring, special inspections, and performance evaluations, while strengthening information sharing and collaboration with audit and disciplinary inspection departments.
